About Our Founder and CEO
Mr. Sisay Tefera – Founder & CEO of Top Mining PLC
Mr. Sisay Tefera is a seasoned professional, entrepreneur, and accomplished business leader with extensive experience across both public and private sectors. He holds a Master’s degree in Public Administration (MPA) from Indira Gandhi National University, along with a degree in Management. In addition, he has earned various international awards and professional certifications from institutions in the Netherlands and Dubai, particularly in the fields of shipping and port administration, further strengthening his global perspective and expertise.
Mr. Sisay has built a distinguished career in leadership, governance, and institutional development. He served at the Ethiopian Shipping and Logistics Service Enterprise in senior executive roles, including Deputy Chief Executive Officer (DCEO) and Acting Chief Executive Officer (ACEO) for six consecutive years. His tenure was marked by strong operational leadership, strategic vision, and impactful organizational transformation.
He is also the Founder of the Ethiopian Third Party Insurance Fund Agency, where he served as Director and Board of Director, playing a pivotal role in establishing and strengthening the institution’s operational and governance frameworks.
In public service, Mr. Sisay held the position of General Manager of the Code Enforcement Agency under the Addis Ababa City Administration, where he contributed significantly to regulatory enforcement, urban governance, and institutional efficiency.
Beyond his executive and public service roles, Mr. Sisay actively contributes to multiple organizations in leadership and advisory capacities. He currently serves as:

Following his successful tenure in government service, Mr. Sisay transitioned into entrepreneurship, establishing businesses in trading and mining. As the Founder and CEO of Top Mining PLC, he leads the company with a clear vision to unlock Ethiopia’s vast mineral potential and contribute meaningfully to national economic growth.
Under his leadership, Top Mining PLC is developing a strong and diversified portfolio of exploration opportunities, focusing on gold, Lithium, tantalum, copper, and other strategic minerals. His approach integrates business growth with sustainability, long-term value creation, and responsible resource development, positioning the company for lasting impact.
